Archaeological
data recovery investigations are the most common mitigation employed for
planned undertakings that will have an adverse effect on a significant
archaeological site. The data recovery plan is a document that serves as the
operational blueprint for conducting systematic excavation and subsequent
scientific analysis and reporting. The plan outlines a research design,
developed in consultation among the Agency official and the State Historic Preservation Officer
(SHPO)/Tribal Historic Preservation Officer (THPO), that
is consistent with the Secretary of the Interior’s Standards and the
Advisory Council on Historic Preservation’s Treatment of Archaeological
Properties. The plan specifies previous research, cultural and historic
contexts, outlines research questions to be addressed, presents the
excavation and analytical methodologies, and recommends protocols for the
dissemination of the resulting information to professional and public
