PAL has a long involvement with transportation agencies and projects, having conducted over 250 projects covering all aspects of cultural resource investigations: 

•    reconnaissance/inventory surveys of archaeological sites and historic buildings and districts;

•    site examinations and building evaluations to determine significance, determination of effects;

•    preparation of Section 106 and Section 4(f) documentation, development of memoranda of agreement;

•    data recovery programs and construction monitoring

These services have been conducted as planning elements for roadways, airports, rail corridors, bridges, bike paths, and navigational aides (lighthouses). 


PAL’s surveys have been conducted in compliance with federal, state, and local regulations, including NEPA, Section 106 of the National Historic Preservation act of 1966, as amended, Section 4(f) of the Department of Transportation Act of 1966; and state and local regulations.  Under the Intermodal Surface Transportation Efficiency Act (ISTEA) alternative means of transportation are being explored.  PAL has conducted surveys for bicycle paths funded through ISTEA throughout New England.  Our clients include the Departments of Transportation for Rhode Island, Massachusetts, Connecticut, and New Hampshire; the Federal Highway Administration; Federal Aviation Administration; US Coast Guard; Amtrak;  and various local municipalities.
